“Electronic Licensing Reporting System for the Environmental Sector, hereinafter referred to as SIMPEL, is a system that regulates the reporting mechanism for the implementation of environmental management plans, environmental monitoring plans, implementation of environmental protection and management permits, and the application of quality standards electronically.” Article 1 P.87 of 2016.

SISPEK KLHK stands for

Continuous Industrial Emissions Monitoring Information System (SISPEK) is a system that receives and manages data on industrial chimney emission monitoring results carried out by continuous measurement or Continuous Emissions Monitoring System (CEMS).

There are 10 industrial sectors that should be SISPEK, namely iron and steel smelting, pulp & paper, rayon, carbon black, oil and gas, mining, thermal waste processing, cement, thermal energy power plants, fertilizers and ammonium nitrate.

KLHK SISPEK function

Minister of Environment and Forestry 13 of 2021 concerning SISPEK (Industrial Monitoring Information System Continuously) the SISPEK function of the Ministry of Environment and Forestry aims to receive data and emission issues correctly, carefully, and continuously, it is necessary to carry out integrated emission monitoring.

The function of the Continuous Emission Monitoring System (Continuous Emission Monitoring System), hereinafter abbreviated as CEMS, is a tool that aims to measure the level of an emission parameter and flow rate that is carried out continuously.

The Industrial Emissions Monitoring Information System or SISPEK is a method that receives and manages data on the results of monitoring emissions from stationary sources or chimney emissions with continuous evaluation or CEMS.

How to Fill in SISPEK

The following is how to fill in SISPEK that you should pay attention to:

Registration:

The company/industry fills out the registration form and attaches an online application via the Director General’s web portal (https://ditppu.menlhk.go.id).

Registration Validation:

The company/industry application will be validated by the Director General. Registration data that is declared correct and complete will get a registration number.

Registration number will be sent via registered email.

Administrative Data

After getting the registration number, the company/industry fills in and completes the data on the SIMPEL PPU application, including company profile, chimney compliance points, and emission sources. Then the data will be validated by the Director General and if it is declared complete and appropriate, the company/industry will get access to fill in the technical data.

Technical Data

Companies/industries fill in CEMS technical data on the SIMPEL PPU application, which includes references, profiles, specifications, analyzers, communications, calibrations, and supporting data. The CEMS technical data will be validated by the Director General’s team and if it is declared complete and appropriate, the company/industry will receive a schedule for field verification.

Field Verification

The technical team of the Director General will conduct field verification to the company/industry to factually check the fulfillment of administrative requirements and technical requirements.

Connectivity Test

After fulfilling the administrative and technical requirements, the company/industry will receive a schedule for the connectivity test to be carried out at the Ministry of Environment and Forestry office. The connectivity test is a trial process for transferring CEMS data from the company/industrial system (DIS) to the KLHK system (SISPEK), by transferring and communicating data using JSON format and API.

After getting a technical recommendation as a connectivity test requirement, the company/industry will be given app_id and app_secret. Then DIS will use app_id and app_secret to request authentication code to SISPEK server, if app_id and app_secret received by SISPEK server match, then SISPEK server will send authentication code to DIS.
